Kenneth H. Thomas, Ph.D. is the nation’s leading expert and author on the Community Reinvestment Act (CRA).

He has testified in Congress, advised regulators, trained federal bank examiners, and written numerous articles and two books on CRA, including The CRA Handbook (www.CRAHandbook.com); many of its recommendations were implemented into current CRA regulations. He was previously asked by the Treasury Department, some individual bank regulators, and members of Congress for input on CRA reform.

Dr. Thomas has launched and acted as Chair of the Board of Trustees of two different nationwide CRA investment mutual funds, including The Community Development Fund® (www.CommunityDevelopmentFund.com) launched in April 2016 (ticker CDCDX). He has also served as a director of a high performing community bank for over 20 years.

He was a recipient of one of the first three Awards of Excellence from the National Community Reinvestment Coalition (NCRC) in 1994, the other two awarded to Representative Joe Kennedy and Comptroller of the Currency Eugene Ludwig.

He is a regular speaker and writer in the banking industry, mainly in the American Banker, and he has appeared frequently on ABC radio, Bloomberg radio and TV, CNN, CNBC, MSNBC, Nightly Business News, and NPR.

He has a B.S.B.A. from the University of Florida; an M.B.A. from University of Miami; and, an M.A. and Ph.D. from The Wharton School of the University of Pennsylvania, where he taught banking and finance for 42 years.
